Research into bullying prevention makes it clear that no bullying prevention program is likely to succeed if it fails to address the role of bystanders.  One of the strengths of the Olweus Bullying Prevention Program is its emphasis on the role of bystanders in changing school culture and reducing the amount and severity of bullying.  The Olweus training helps educators learn how to incorporate bystanders into an effective school bullying prevention program.
